Buddy 150cc Saint Tropaz whistle noise

Hey everyone! Its great to be apart of this forum. I just purschased today a Buddy 150cc from 2009 with 850 miles on it. It was just serviced and it rides great. My question is that when i go about 75% on the throttle I hear a whistling noise from around the back of the scooter. The noise is not from wind because i dont hear it going 50mph unless i go 100% on the throttle. If i go light on the throttle to maintain my speed I dont hear a thing. The whistle honestly sounds like the intake or similar to when you spool the turbos up on a car. Any ideas??

Remove the pet carrier and check to see if the snorkel running from the intake to the frame is attached. Then check all the hose clamps and make sure they are tight.
