That story is kind of old (2006). Jiffy Lube got fined big time by the state.
The scenery only changes for the lead scooterist.

To tell you the truth, I used to drive about 4000 a month, so I was always getting my oil changed. Usually I would go to Jiffy Lube for the convenience. Every time I went I would be told to change my air filter. Finally one time last year I finally said yes. About 4 weeks later I went back and was told I really, really need to change my air filter. I never went back again. :evil:

This story reminds me of a television news story I saw several years ago (hmmm...maybe, like, 15?) on 60 Minutes (I think). It involved a certain garage out west somewhere that was scamming older RV drivers. It went like this: The garage owners would drive around in their truck looking for older RV drivers. When they saw one on the road, they would pull alongside and flag them down, telling them that they had seen smoke coming from the back of their vehicle. While one talked to the driver, the other would go to the back and "inspect" the problem, which involved squirting oil on the hot parts to make them smoke. The garage owners would then offer to help the poor RV owner out by "fixing" the problem at a discounted rate, since the fellow was obviously just passing through and probably on a budget. Of course, the repairs (such as they were - or rather, weren't) were bogus and no actual work was being done.

60 Minutes rigged up an RV as "bait" and fitted it with at least one camera underneath, as well as marking certain parts that had typically "repaired" by the garage. Of course, the garage took the bait and were busted, big time. I don't know which reporter it was who did the story, but it's never a good day when 60 Minutes shows up with a camera crew wanting an interview!
