I hear the Hooligan has a bite like a "Rattler".
Wouldn't this thread be better if people in the know contributed more information and pictures about the Hooligan? Then we wouldn't have to just make stuff up!

Stopped off to check it out...
Except for the seat, looks pretty good...
My beef with the seat is that contour 'lock you into one position' bucket.
Had that on the cruiser, hated it, gets painful...
Part of he reason I choose Stella, I wiggle around, slide up and back on that lovely long bench seat.

Professional nerd, Cube dweller, and wannabe Evil Overlord (OK, maybe not too evil or lord over more than I can manage...well, on second thought make that Suburbanite just trying to make his way in the world as best he can)

Got our Demo in.
Bike feels quick but slightly slower than the Buddy 170 because of the added weight.
The ride is pretty smooth thanks to its dual rear shocks, larger wheels and tires and longer wheel base. The front shock is good but you still feel some vibration from the road especially if they are in not so good shape.
It sounds just like a Buddy 170 however... the exhaust has a deeper note to it and the pop pop pop that comes out sounds awesome!
This bike with an aftermarket pipe would sound incredible.
Dash is cool looking with its blue light, although the speedo could have been slightly larger.
It is for sure the most comfortable scooter that Genuine has come up with.
The tabs on the floor board to attach the cargo net is a cool feature; by the way, Genuine provides the net with the scooter!
Rear pegs come out and are spring loaded. I have to say that you will have to be gentle and careful with them in the long run.
Hand grips are comfy for the most part although look on the "cheap" side.
The look is not for everybody, but if you are looking at the Yamaha Zuma, you HAVE to look at this one. Priced the same, the Hooligan takes the crown in my opinion.
