Could you be hitting the rev limiter?

I know the PCX 125 was limited to something like 57MPH, I want to say the PCX150 was raised up a few miles per hour on the limiter.

no (at least i do not think so)my rev limiter hits around 66 to 69 some where in there i am only going 55 in wind

but if i did what would hitting the rev limiter do? in side wind or into the wind

Just your description of 'Bucking' made me think rev limiter, The only time I've ever had any bike 'Buck' was when I was smacking into the rev limiter over and over again.

I've been blown around side to side in the wind, And slowed down from headwinds but I wouldn't describe either as bucking.

I have one and it is the smoothest bike I have ever rode. Check tire pressure and never ride in windy conditions. I have a Givi screen on it. When wind is 15 mph and above I stay home. Good luck

This is a long shot, but water in the gas? Picking it up at WOT? Is the Honda injected? (I can't remember)

According to the manual, your pressures are way too low. Tire pressures for Driver only are Front=29, Rear=33. Driver and passenger, Front=29, rear =36. These are "cold" pressures by the way.

I think the use of the word "buck" is throwing people off. Correct me if I'm wrong but to me it reads like you are getting knocked around by the wind, not that your scooter is running poorly.

I would first recommend upping your tire pressure and seeing if that changes anything.

The owners manual has the suggested tire pressure listed at-
Front 29 psi
Rear 33 psi,if you are riding solo.
Rear 36 psi, if you are riding two-up

My PCX 125 was very smooth and responsive. It is FI. The suggestions about tire pressure may be on target. Do check the CVT and condition of the belt and rollers.
Good luck. You have one of the best scooters in it's class. The Buddy is close, but has different qualities that make it a fine scoot too.
