Rear wheel torque spec?

Does anyone know what the rear tire torque spec is? Specifically not the axle. I removed the rear wheel from the hub and the five bolts. The service manual only specifies axle torque. In the "other parts table" it has 12 mm bolts at 5 to 6 kg-meters but that seems awfully loose for a wheel.
