Mysterious hole by oil drain plug?

I've never noticed this before and I changed the oil 4-5 times. Is it normal to have what looks like a missing bolt or screw near the drain plug.

Your pictures are kinda small so it's hard to see, but that hole (and the one on the other side) are used by some scooter models for suspension linkage mounting points, ie, the Blur.
Some people can break a crowbar in a sandbox.

Idk I watched a video of a oil change on the buddy 150cc and it looks normal apparently
