new life, rough idle

I recently started to revive my Buddy 125 purchased in 2009 and run for 3 years continuously. We moved and it sat idle for 3 years.
I drained the gas tank, pulled the carb apart and cleaned it up. I replaced the idle jet in the process also, along with the fuel filter. Currently It runs but does not idle well, is a bit low/rough. I ran some seafoam through the tank and now put in no ethanol gas. I adjusted the idle screw all the way down and tightened the throttle cable all that I could.
I will next try a new plug, but beyond that am looking for potential other options to improve the idle.
My buddy has the stock carb with non-adjustable mix. It was run in Utah, and now in Memphis. Could this be a potential reason for the rough idle (thinking elevation)? Is there a way to adjust the mix or do I have to upgrade the carb to one with an ajustable mix to go this route?
