Buddy 170 bogs and only reaches 45mph bogging 170i

this is what i'm experiencing on a Buddy 170i w/8300 miles:

throttle up from stop and it goes strong until about 20-25mph then i can feel a bog and acceleration drops off and i barely reach 45mph.

i've checked the air intake snorkle to make sure the dust flap is secured and not blocking it (which can happen).

i've checked the transmission, variator & rollers - all good.

it definately feels like it's choking out, etc.

any ideas? thanks!
