Exhaust and belt retrictions-some questions Buddy 50

2013 Buddy 50. Bought used. Previous owner did not think it had been modified. I checked today. There was no exhaust restriction. Belt pulley-there was a one inch diameter about 1/8 inch thick- washer that is grey and part fiber with a metal insert. Top GPS measured speed previous to my removing the washer was 36-mph. I have not measured it with the washer removed. It runs fine with maybe a little quicker to 30mph. That grey washer is the correct one to remove-right? Also taking off the belt cover the gasket was stuck on and broke-it would be a good idea to have one if you are going to do this modification. thanks Jim

From new they have an exhaust gasket at cylinder head that is larger than the inner diameter of the exhaust pipe. There is a steel washer behind the variator. YouTube videos are easy to follow. 36 gps or 40 mph on the speedo would tell me it's been derestricted
You need a 70cc kit if you want to do 50 mph but of course that makes it a motorcycle and the licensing and insurance regs are different
