The other two hoses seem to be part of the fuel system. One goes to the carburetor, the other to the fuel tank. What is this, and where should the other end go? It appears there was a clamp, but I can't find an empty hose connection. Thanks!

Hey, y'all- brand new owner here troubleshooting some starting difficulties. A cursory look revealed a loose hose, but I can't figure out where it should reattach. I can't identify the part connected to the other end in my parts or service manual. It's labeled "Purge Tank"

That is the evaporative emissions canister.
It helps conduct fuel tank fumes from the tank into the intake tract. I believe it contains a carbon element. The open hose might be a pressure vent. I recall seeing an open hose on my Kymco Yager's evap system.

I've seen some Youtube videos referencing the EGR (Evaporative Gas Recycling) system and a "rollover valve." Does that trigger any ideas from anyone?

The rollover valve is a small vertical cylinder that fits inline between the vent pipe at the top of the fuel tank and the charcoal cannister that you've shown. It has a check ball in it which closes the valve it the scoot tops over to either side.
