Need some help with Buddy fuel system
What is "B", some vacuum valve?
Is "C" the fuel filter? The bike is 17 yrs old (1,900 miles) Should I replace it, maybe with one for a small tractor

Does the vacuum Fuel Valve require preventative maintenance?

Get rid of the system. It was an add on to get into the US designed to last for a couple of years. Cap off the vent at the intake manifold and run a hose from your tank hanging down the left side of the engine away from anything hot. Genuine came out with a vented cap to help with vapor lock. Most older buddiy owners have drilled offset 1/16" holes in the cap. You can leave the canister and check valve in there, or remove them to shed some weight.

I suspect "A" is your tip over valve. It fits between the fuel vapor port on the tank and the scoot's evaporative emissions circuit. Ideally, it closes when the scoot falls on its side to prevent liquid fuel from entering the evap system and ruining the charcoal filter canister (which I think is "B in your diagram). C is a fuel filter. Might not hurt to replace it. Scooterlounge carries it, along with the vacuum tap. The tap has a filter built into it as well. Vacuum taps don't have a service procedure; it's just a vacuum diagram with a piston in the middle of it and a small spring to push the piston closed when there is no engine vacuum. It's stamped together from the factory. Replacement's are under $20 and are worth replacing if the tank was full of bad fuel.

At what point does a hobby become an addiction? I'm uncertain, but after the twelfth scooter, it sorta feels like the latter...

Thank you! I'm debating changing the fuel filter, since the whole rear of the bike is apart anyway...

I replaced all my fuel filters on older scoots with clear plastic ones.
From this I discovered that it is normal for fuel filters to maintain a lot of air in them!
I also replace the fuel lines with transparent Tygon hoses.

Found this at AutoZone, they're proud of it! But it saves me a 60 mile trip or shipping, to get another one.

I think "B" is a one-way vacuum valve. It's small. To prevent backfiring from entering the fuel tank.
