It was produced by a british government road safety group, the point is that even motorists that are driving responsibly and alertly and doing what they're supposed to do, can easily miss seeing a bicycle or motorcycle, so drivers should keep an eye out for bikes, and cyclists/motorcyclists should be aware that they're not as visible to other motorists as a car.
I think it gets that point across superbly. That ad was targeted at cycling, but they've done some other really good pro-safety advertising and marketing for motorcycles and all aspects of safe driving:

unfortunately there is no mention of motorcyclists or the extra attention/time needed to look for them in the drivers license test in the US, even though we know if dmv were to bring attention to the awareness issues more people would see us well before contact is made. i've said it here before, if a driver isn't looking for a mc the brain's not going to see it. adding this information to a driving test would change some drivers awareness to us riders.

OMG. How eye opening that video was. After the answer was revealed and it was replayed, I thought it was a joke like a second take of the action with the anomaly added in. There was no way I could have missed it. So I started it from the beginning, ignored the test and watched. And there it was just like in the replay. Astounding!
