There are several knockouts in the plastic front panel. The front rack bolts into the metal support behind the panel. Don't know the weight capacity but the attachment seems sturdy enough.

Directly to the main frame. Punch or dremel out the little holes in the front, and screw it in. You dont need the big center screw anymore, unless you decide to take off the front rack, but then that would leave 2 huge holes in the front of the bike...not safe when it rains!

So I guess you have to remove the basket to take off the front panel? Is that a problem?

Do you mean the glovebox? If so, no you don't. There are two screws above it at the top of the interior panel and then the one center screw on the front.
If you have a basket mounted on the front and that's what you mean, then I can't say for sure but would imagine yes.

The front of the bike has a huge screw in the middle, take that off. then the back of the bike above the glove box has 2 small screws, use a drill to easily get these 3 off, after that, some wiggling with get the front plastic off.

My question was about the front basket or rack (I don't have one yet.) If I mount one on the front of my scoot, will that make it really difficult to remove the front panel?

Well, obviously if you put a front rack or basket on, you would have to take it off before being able to remove the front panel.
Unless of course, you know a way to remove your underwear without taking your pants off.
But, how often would you need to remove the front panel anyway...
