Battery Tender Question

Hi- I have the tender and it has 2 sets of leads- one is jumper cable type and the other is the kind that you mount on the battery and let hang somewhere so it's easy to plug it in without accessing the battery every time. I have 2 questions-
1) For those that leave the lead on the battery- where do you run your wire so it's easy to access and still weather proof and out of the way?
2) Any way you can attach the tender through the 12v accessory outlet (cell phone charger) and still have all the featuyres of the tender (charge/trickle/float, etc)? Seems since that's conected to the battery, it could work. For all I know they sell one of these and I just haven't seen it...
