Rear brake is super grippy

Does anyone else have an issue with their rear brake being too grippy? I understand that it can be a good thing but this seems a little extreme because I am able to lock up my wheel at almost any speed and very unintentionally. In fact it feels a bit dangerous. I get the sense that maybe the mechanics of the foot pedal or cable needs some lube because it doesn't engage when it feels like it should in the braking motion. Any ideas of what to check for?

I'm also getting some shuttering in the moments before I come to a complete stop, I don't think it did this before but is it pretty normal to have some amount of chunky braking? Thanks!

Not normal behavior. When was the last time it was serviced?

Could just be the cable. Could be lots of things.

I picked it up used about a month ago, so that's when it was last serviced. The dealer is an hour away so most repairs will be done by me, I have minimal experience but am good with my hands. Any tips on what to check first?

Aside from cable adjustments, brake work is one of those things I prefer to have my mechanic do… Maybe someone else can chime in.
