Rear brake hub

While checking my rear brake, I noticed that under my dust cap it is dry. Shouldn't there be a wad of grease under it and do I need to grease the splines of the rear axle when I put the brake hub back on [they are dry, too]?

Also, what is the nylon hex screw [that is on the hub] used for?

The nylon hex screw is a cover for the inspection hole. You remove the screw and look in the hole to inspect the condition of the brake shoe.
