Turn signal noise, but none of the lights illuminate

So when I put on my blinkers, the annoying beep occurs, but they do blink, turn on, or otherwise indicate in any way.

Any suggestions as to where to start looking or how to resolve? I somehow doubt that I have 4 bulbs simultaneously burned out on a new bike.

Edit: both front and rear are impacted by this.

Edit2: the beeper noise for the turn signals is a constant note -- no pausing, or rhythm... dunno if that's standard behavior or not.
