Stella's Cut Out Relay?

2 days ago, the first time I turned the turn signal on it didn't work nor beeped. Then when I turned it off and back on again it worked.
Today, it didn't work at all coming home from a ride. When I got home and tried to restart my Stella it would not start by way of the electric start, horn didn't work and signals wouldn't work.
I pulled the 8 amp fuse behind the battery and it was toast. All the stores are closed for the night around here to get me a replacement fuse. When I went to put the battery back in the scooter, it started sparking when I attached the positive after attaching the black wire first. Then a spark came from the Cut Out Relay and it heated up and had a spark coming out of the front of it. All this went on without a fuse even in the holder.
First, what would cause this and do you think this was the original problem that blew my fuse in the first place. I am assuming I will need to buy atleast a new Cut Out Relay and an 8 amp fuse..
Any help will be appreciated.
