According to the dealer I "bought" my Stella from a couple of weeks ago (but never actually signed the correct papers for..and never actually received), they got the correct MCO, and the owner will be back from vacation (or some other journey) tomorrow.
I was strongly considering asking them to call the whole deal off, because I feel like this situation is just really unacceptable. But...it's a nice scooter, and while I could buy elsewhere, I'm also trying to minimize my hassles here.
This dealer, however, never gave me the title of the scooter. I'm pretty sure they haven't got a title now, either--as far as I know, and according to the employee I spoke with, now they have the correct MCO.
Is it normal to buy a Stella without a title from a dealer? And, for the dealer not to offer registration or plates, but to require that I take the MCO to the DMV to get that done? I live in Massachusetts, if that helps (and I've never actually bought a motorcycle/scooter in this state, so I'm not sure how things work here...I'll need to do more research)
I'm sketching out about this whole thing a bit.

The MCO is the title. The MCO is called the Manufactuers Certificate of Origin. Every motorized machine comes with the MCO. This is what car dealers send to the DMV to get your title. The fact it had a bad number heh it happens. The dealer should of explained that to you.

But the site says that the title provided by the DMV (aka registry) must be given to me by the dealer at the time of the sale. You never get the MCO because in the World of DMV the title has yet to issued. The MCO tells the DMV where the parts are from and they are brand new plus where the unit was assembled. You dont get the MCO it goes from the dealer to the DMV. Your inspections date is normally from the date from the title was issued not sold.
