Modern Buddy

Hello al;

I just bought a new Stella and in looking it over I have removed the right fender cover to expose the engine now looking at the lower black plastic cover under the kick starter lever at the bottom of the engine this black plastic cover has a sound deadener materiel on the inside of the cover.

My question is.

Is this cover only used on the USA models?
Is it something used to meet USA import laws?
Is it something (not) found on the Indian scooter models?

That was the 1st thing I yanked off of our Stella... as well as the spare tire gray plastic cover. Ugly and unsightly in my opinion. I like seeing the spare tire and the bottom of the engine/clutch assembly.
