You have to remove the pet carrier (AKA helmet compartment) under the seat to get to it.

Assuming you're sitting on the scooter, it'd be on the right side, a few inches behind and below the frame opening through which you can see the rear shock.

As mentioned, you can remove the pet carrier to get at it. I've also found it pretty easy to put it up on the centerstand and reach under. If you line yourself up right, you can look through the openings around the right passenger foot peg, and you should be able to see the cable and plug.
