So I am becoming more convinced that my idle problem is because of a bad throttle Position Sensor.
Since I am thinking about replacing a lot of parts on the bike I figured I would just replace it as well as see if it works.
Trouble is, I can't find the part anywhere.
Ideas?

With the scooter OFF, hold your throttle wide open and then turn your key on. This resets a lot of that and it may be just fine afterword.

Yeah, finally heard the whir. It made no difference so I guess something else is going on.

Can't the TPS just be bad? Would the ECU reset even fix a bad TPS?
