Handlebar help

The cross bar on my handlebars is super loose. It appears that the nuts are tight holding the clamps and blinkers onto the handlebars but I can still move that crossbar around. It also has cause some pretty deep scratches on my handlebars where the cross bar has been moving around. Has anyone else delt with this? Anyone have any ideas how to fix it? Ill try to get you guys some pictures so it'll be a little easier to understand.
