Well ol' reliable has developed a problem, and I think it's a blown gasket or crack in the head.
I have to give the scoot way to much gas to get it started, and when it starts it's way too loud. I am getting an air escaping sound from behind the cooling fan, as near as I can tell.
What makes me believe this is an air leak of some kind, is that i can completely block of the pipe and the scoot won't barely sputter or stop.
The scoot runs, but there is a definite power loss, and a labor at idle.
What do you guys think?

Probably a loose or missing exhaust nut up on the head of the pipe...

There could be a worn (dry-rotted) vacuum hose. And as viney stated the, exhaust could be a problem. In either case, a muffler removal may be needed to check for rust/corrosion, bad vac lines, cracks in the engine case. Based on your description of the problem I would start with the exhaust.

Figured I'd update (so bad at that  )The problem I was having was a blown head gasket.
So if you hear a an air escaping sound and your scoot doesn't want to start, this might be your problem.

Head gasket is no biggie. You might want to make sure that the head itself is level.
