Riding two people on a 50 in WI

Anyone else here from Wisconsin? I was just wondering because my girlfriend and I would like to ride double on our Roughhouse 50, but it isn't legal here without the scooter registered as a motorcycle. Has anyone else run into this problem. If so, any solutions?

I am in IL but I have a weekend place in Adams county.
dont get the scooter up there & cant help out with the WI laws... sorry.

I'm in Madison and you are correct. You need to have a motorcycle to ride 2 up. I saw 2 people on what looked like a scooter yesterday, but it could have been a 125 cc or better.
