That's not a spoiler. Its a Wind Anti-Resistance Planing (WARP) Device. Notice how its strategically angled downward to keep the rear wheel from losing contact with the ground.

Dang, and here all I thought was needed was some wicked 'go fast ' stripes and Don Drysdale's retired dodger 53 number on the side.
