You've accidentally compressed the brake lever.

Take a wide wedge of material (it could be anything large, flat and thin- a slim board, a putty tool for paint, a stud strap, or a 2-3" wide putty knife) and wedge the pads apart enough to push the pads against the cylinders in the brake calipers and then reinstall. Be sure not to move the brake lever before it's all together and also make sure to check the front braking function when it's done (before a traffic or normal speed test run) to ensure that all is working well. Also, if whatever you use isn't brand new, ensure than any surfaces are completely clean. You don't want to get anything like a few layers of latex paint between the caliper pots and the pads.
