If you look at photo galleries for the Indianapolis Dealer Expo, you'll see tons of these and all sorts of other scooter clones from China. Most haven't passed DOT/EPA; up to the importer to deal with that (meaning they can just import it illegally and try not to get caught).
I'd be surprised if these were truly CA legal.

Ok, I just talked to the seller of the big Ruckus clone. He says they are certified for CA and come with a one year warranty. It uses a long block GY6 engine. Apparently, they have a store in the L.A. area and Bay area.
