My St Tropaz has the following problems
Whistling noise while accelerating hard ( prob cracked exaust)
Multiple backfires when decelerating
When I decelerate my buddy revs really high, it wont seem to just coast it is like having a car in 2nd gear going 50mph. It just revs high and makes a loud whining noise. Just had the oil changed and idle adjusted as well as gear oil added. Dealer said i need a new exhaust. The scooter despite all the noises performs great. I use seafoam every couple tanks.
My buddy is a MESS St Tropaz 150cc

Can't really determine what might be wrong with the scooter if you have an issue as serious as a cracked exhaust. That alone could be the cause of all the symptoms you describe.
Or it may not be. But first things first.

this is a funny post, op. are you posting just to tell us Buddy is a MESS and still runs well enough so its a Super Buddy, or are you looking for help?
seems you have a dealer around that has looked at the scoot and they say you need a new exhaust. what else do they say about the scoot and its troubles? how many miles on the 'Bud?

Take a little friendly advice here. Fix the exhaust first, really. If the noise's and other problems your having go away...Success!
If not, then let the troubleshooting begin. When you have one issue glaring you in the face, it doesn't make any sense to ignore it and expect some type of magical cure all from advice you get here. Start with the problem at hand and progress from there. And as far as the exhaust goes, it is something you can do yourself. Since you stated you don't really like your shop guy, it will save you a few bucks and give you some satisfaction at having done a good deed for you Buddy
.
also it sounds like you shop may have set your idle too high

Thanks for the help guys. I will buy a tool lot and see what I can do. The shop said they put a new exaust on and the backfiring went away. I didnt buy it however. I am most concerned about my buddys difficulty decelerating. It doesnt want to slow down when i let of the throttle. It will only coast freely when I am around 15mph
