Did they say why they believe it is improperly registered?

The title of this thread is seriously misleading. I was expecting an article about fashion models from Boston who were into Puchs.

I got the RMV letter last week too

Post by goodharbor »

Hi tvd ...

I received the same RMV letter (dated 9/16/2011) that you did ... for a 2003 Honda Metropolitan that I've had since new , always properly stickered with a Moped sticker / registration. So now, suddenly, 8 years later it's a problem with RMV.

I wrote a letter back to them and explained that I have had the "moped" for 8 years, properly registered as a moped, never cited for speeding, and the bike does note exceed 25MPH. I requested a written exemption to being reclassified as a LUV.

I have an M endorsement anyway, but I resent the reclassification and the sudden need to pay for a title, annual registration, annual inspection sticker, insurance, and local excise tax. This will add hundreds of $s and hassle every year, for a vehicle that just is not as fast as they claim.

This is just crazy !

Just registered the Honda Metro CHF50 as an LU

So, as a result of the letter, I went ahead and registered it as an LU. The actual plate type is MCS (Motorcycle Special / Limited Use).

I got an RMV-1 from Progressive ($95 / year with beefer parts 3,4,5, and 12) . All I had for paperwork on the bike was my last and first Moped registrations, the original bill of sale (no MCO) , and the RMV letter. The clerk at the Wilmington RMV had done these before ... apparently people are unhappy but are going through the process. The lack of an MCO was no problem, even though this was the first titling of the bike. He questioned whether the sales tax had been paid (even though it said so on the bill of sale), but, after checking something on his computer, he then said wasn't needed anyway for a bike that was purchased 8 years ago.

So, for $75 I got a title, and $10 for for registration for November / December (it expires at the end of the year). It'll be $20 / year to renew.

I now have the plate, need to get an inspection sticker. It says on the registration in the "notes" section that it can only be driven on roads marked 40MPH or less.

As for licensing ... check out --> http://www.mass.gov/Eoca/docs/advisorie ... ory731.pdf . The Honda CHF50 VIN plate lists the vehicle as a "Motor Driven Cycle" rather than a Motorcycle. Therefore, the statement : "An operator of a limited use vehicle must have a driver’s license unless it is federally certified as a motorcycle, then a motorcycle license or permit is required" implies that only a regular driver license is required.

Lots of hassle and added cost.
