PGO is the brand name of scooters manufactured by Motive Power Industries of Taiwan. Could it be that the 'P' stands for Piaggio who provided seed monies to start MPI? MPI's website does not explain what the letters stand for.

Yep, hilariously enough PGO is a bastardization of Piaggio. The "technical licensing by ITALY Piaggio" basically means they made parts for Piaggio before moving into making scooters of their own.
