Clues: It's European, but not Italian or German. The company made cars before the 20th century. They experimented with hybrids in the early 20th century and built electrics during WWII. The first version of this scooter looks like a Cushman/Harley Topper hybrid.

I remember seeing one of those before at a local vintage car show! I can't remember what it was though. Boo, I lose.
