I'm looking at a 2007 genuine buddy 125 and it's from another state and need to know if these where carb approved or if its not needed.

Your best bet might be to email Genuine Sccoters and ask them. They should be able to tell you. From the website the email is:

Almost all Genuines (Buddy, Blur, Roughhouse, etc.) are CARB approved.
The only Genuines not CARB approved were the Stella 2-strokes. The original ones can now be registered in CA, and any with over 7500 miles can as well.

Oh, it's well known in CA.
