Ok, so what are Dr. Pulley performance mods?
I've been seeing mention of "Dr.Pulley modifications" and I'm wondering what exactly it means. Can someone pls explain?

Depends on what folks are talkin' 'bout.
Dr. Pulley makes aftermarket scooter parts.
Most folks here change the variator rollers to Dr. Pulley sliding weights. Use the search function and you will find a ton to read on this.
