When you get a new neighbor and...um...I really don't know..
Young guy, 30ish, wife. REALLY frak uptight. He also, when we barely knew each other, said the word "nigger", in reference to the crime in our "fair" city. I know I need to calm down, but he needs a smack, for real.

This. The guy is young and obviously has some issues but he may also have a past that reinforces his views, whatever that may be. Think in terms that you can be a good influence on him and realize it will take a long time. Your challenge is twofold: (1) don't be overbearing and (2) persevere.
